Cuba says it's open to every one of US President Barack Obama's moves to improve relations between the two countries and strengthen private enterprise and civil society on the island.

In the country's first detailed public response to Obama's historic announcement last week, President Raul Castro's head of North American affairs says Cuba welcomes "the entire package" offered by Obama.

That includes US equipment to improve Cuba's internet and potentially unlimited exports to Cuba's new class of private business owners.

Josefina Vidal said on Monday that President Raul Castro "has said we welcome President Obama's decision to introduce the most significant changes in relations with Cuba in 54 years ... That includes the entire package."

Cuba has historically imposed heavy regulations on the internet and private business.
