Daniel Andrews unveils Victorian cabinet shake-up

Former health minister Jill Hennessy is Victorian Labor's first female attorney-general.

A first-time MP has been handed the big portfolio of public transport, while Victorian Labor has named its first female attorney-general in its new-look ministry.

Premier Daniel Andrews revealed his major ministerial shake-up on Thursday, two days after announcing a gender-equal cabinet for the first time in the state's history.

Rookie politician Melissa Horne, voted into parliament for Williamstown on Saturday, has been rocketed straight into the public transport and ports and freight ministries.

After being sworn in at Government House on Thursday, Ms Horne, who was most recently a director of the Level Crossing Removal Authority, admitted she was on a steep learning curve.

"I look forward to hitting the ground running and working with someone as experienced as Jacinta Allan," Ms Horne told reporters.

Ms Allan will lead an all-woman transport team, taking on the new portfolio of transport infrastructure to oversee projects including level crossing removals, the North East Link and Metro Tunnel.
Alongside her will be Jaala Pulford who moves on from agriculture to roads, road safety, fishing and boating.

"I'm really excited to be the minister responsible for the big building program that the Andrews Labor government has to deliver over the next four years," Ms Allan said.

Former health minister and lawyer Jill Hennessy will be Victorian Labor's first female attorney-general and only the second woman to hold the role in a line of 54.

"I hope my daughters grow up not thinking that 50 per cent cabinet female membership is a novelty or that a female attorney-general is a novelty," she said.

"I hope it becomes the norm and whilst I'm celebrating that achievement today, I look forward to the day when it's not a thing."
Her legal affairs predecessor Martin Pakula is keeping racing, but will take on jobs, innovation, trade, tourism, sport and major events.

Deputy Premier James Merlino has held on to education, but emergency services has been moved to police and water minister Lisa Neville.

If she makes it into the upper house, Jaclyn Symes will enter the leadership team as deputy leader of the government in the legislative council and take on regional, agriculture and resources portfolios.

Treasurer Tim Pallas adds economic development and industrial relations to his load, while former roads minister Luke Donnellan is moving to child protection and disability, ageing and carers.

Health and ambulance services has moved to Jenny Mikakos and Gabrielle Williams will take on prevention of family violence, women and, as the youngest member of cabinet, the youth portfolio.

Adem Somyurek, who was booted from the ministry in 2015 after allegations he physically abused a female staffer, has been returned to the fold with the small business and local government ministries.

Victoria's new corrections, youth justice and victim support minister is Ben Carroll.

Parliament will be recalled before Christmas to get the ball rolling on legislation, before going on break until next year.
