A report by the Victorian Human Rights Commission has found that people with disabilities are routinely denied basic access to the legal system.

The 'Beyond Doubt' report states the criminal justice system is ill-equipped to meet the needs of disabled victims of crime, and that a so-called specialist response must be developed to better cater to their circumstances.

In light of the findings, Victoria Police will overhaul the way it deals with disabled victims of crime by implementing all seven of the Commis sion's recommendations.

Victorian Equal Opportunity and Human Rights Commissioner Kate Jenkins spoke with Angelo Risso about the barriers people with disabilities face when dealing with the law.
