Victoria's Emergency Services Commissioner Bruce Esplin could be the third senior figure to quit in the wake of the bushfires royal commission.
Mr Esplin says he's considering his future following the release of the commission's scathing report of his and other emergency chiefs' actions on Black Saturday.
The then police commissioner Christine Nixon has already resigned as head of the bushfire recovery authority and Country Fire Authority Chief Russell Rees has also quit.

Premier John Brumby has promised his government will act swiftly on the report's 67 recommendations to prevent a repeat of the fires that claimed 173 lives on February 7 2009.
Counting the cost
The report released on Saturday said the commission alone cost 90 million dollars.
The royal commission into the Black Saturday bushfires estimates they cost four-point-four billion dollars but it could have been more.
It also put the value of the 173 lives lost on February 7 last year at 645 million dollars.
The commission says the government spent 593 million dollars fighting the fires but it couldn't estimate the cost of injuries or value of lost stock and crops.
