Turkish foreign ministry officials have contacted their US counterparts over the issue.
Relations between Turkey and the US have been plagued by disputes over US support for Kurdish fighters in Syria, Turkey's calls for the extradition of a US based cleric, and the indictment of a Turkish former minister in a US court.
But the arrest of a US consulate employee sharply escalated tensions.
Turkey said the Turkish employee of the US consulate had links to US-based Muslim cleric Fethullah Gulen, blamed by Ankara for a failed military coup in July 2016.
But the US embassy in Ankara called the charges baseless, before moving to halt all non-immigrant visa services in Turkey.
"Above all, the decision is very upsetting," President Erdogan said.
"It is very upsetting for us that the embassy in Ankara took such a decision and implemented it."
Turkey soon hit back, announcing it was taking the same measures against US citizens seeking visas for Turkey.
