An elderly Melbourne couple received a shock after signing for a wrongly delivered mail parcel containing an estimated $10 million of the drug ice.

The package was delivered to their Hoppers Crossing house on Wednesday afternoon, but the couple called the police when they found it contained bags of white powder.

Police say it allegedly contained about 20kg of the drug.

Investigators then raided an address in Bundoora on Wednesday night and found another 20kg of ice, also with an estimated value of $10 million.

The combined amounts seized represent about 800,000 hits, police said.

Zhiling Ma, 30, has since been charged with importing a commercial quantity of amphetamine.

He appeared in Melbourne Magistrates Court on Thursday and did not apply for bail.

When told he would be remanded in custody for a July 29 committal mention, he asked the magistrate: "What does that mean?"

The court was told it was his first time in custody and English was his second language, meaning he would need an interpreter for future appearances.

Last month, the NSW government began a special inquiry into the use of the drug ice and the adequacy of state responses.
