Compensation for pensioners, self-funded retirees and low-income households will begin in May and June, before the tax starts in July, Ms Macklin said.
Ms Macklin denied the compensation was intended to buy support for the tax.

"This is all about making sure we're providing assistance to families who need it most," Ms Macklin told reporters on Saturday.
Under the scheme, pensioners in NSW will receive an extra $338 a year if they are single, while couples will get up to $510.
Families receiving family assistance payments will be eligible for up to $110 per eligible child extra a year.
Self-funded retirees in NSW will receive an extra $380 per year.
High-income earners will not receive support under the scheme.
"We want to give extra help to those families, those pensioners who really do need extra assistance to balance the family budget," Ms Macklin said.
