Feds reveal scant details of terror plot

Australian Federal Police have revealed they smuggled a contraband item into a jail in their investigation of a terrorist plot

Australian Federal Police arranged the smuggling of an unspecified contraband item into a jail in their investigation of a terrorist plot.

But the AFP's annual report on controlled operations for 2014-15 reveals only scant details of the case.

No details are revealed of the target or the outcome.

It does disclose the case was launched in September 2014 and continued up to last June.

The brief reference in the report says it was directed at criminal activity in preparing for terrorist acts.

Police engaged in communications "in relation to planning of a terrorist act" and facilitated the introduction of a contraband item into a prison.

The AFP is required to report on what are called "controlled operations", typically where police or Customs detect incoming drug shipments and track their delivery in order to arrest the principals.

That follows the 1995 Ridgeway High Court case which found police conduct in arranging delivery of a consignment of heroin actually amounted to grave and calculated criminality.

Subsequent legislation created a legislative framework which requires authorisation of such operations and reporting of their outcome.

The 2014-15 report reveals most cases were directed at drug smugglers, mostly involving methamphetamines and precursor chemicals.

One successful case resulted in seizure of almost two tonnes of the drug ecstasy and 800 kilograms of methamphetamines.

But not all work out as quite planned.

A consignment of 194 boxes of undeclared tobacco arrived in Melbourne in July last year and police arranged their delivery. One person was arrested but along the way 26 boxes went missing.

And while unloading the consignment, one participant sustained a soft tissue injury.
