The Philippine Honorary Consul in Victoria says a sense of normalcy is returning to the hardest hit areas of the Philippines, as the recovery effort from Typhoon Haiyan continues.

But Consul Victoria Kalong told Greg Dyett, billions of dollars will be needed in the coming years to pay for the recovery.
