Staff from Brisbane City Council will be among those to give evidence to the Queensland Floods Commission of Inquiry in its final week.
In September, the inquiry was told people thought homes and public infrastructure were safe above the Q-100 flood line.
Many mistakenly believed Q-100 meant a significant flood would happen only once every 100 years when, in fact, there was a one per cent chance each year of a significant flood.
The commission made 175 recommendations in its interim report in August, with the aim of preparing Queensland for the upcoming storm season.

About 2.5 million people were affected and 35 died, when more than 70 per cent of the state flooded last summer.
The commission will deliver its final report on February 24.
