Malcolm Turnbull says there is no reason why former health minister Sussan Ley couldn't return to the frontbench.

Ms Ley, who stood down in January after revelations she purchased a Gold Coast apartment while on a work trip, has released an independent report showing she breached MP entitlement rules only once during a three-and-a-half year period.

"After that resignation there's certainly no reason why she couldn't make a return to the ministry in the future," the prime minister told Melbourne radio 3AW on Friday.
