Former ACT chief minister Katy Gallagher has sympathy for state Labor leaders who are open to the idea of an increased GST.
South Australian Premier Jay Weatherill and NSW Opposition Leader Luke Foley have come under fire from some of their federal Labor counterparts, and there are moves to bind the state parties to outright opposition to a hike in the GST or broadening its base.
Senator Gallagher told Sky News on Thursday the pair had been put in a "terrible position", acknowledging state governments were facing revenue shortfalls.
The policy position was a matter for respective Labor caucuses across the country, she said.
Liberal senator Zed Seselja said Mr Weatherill and Mr Foley were making a constructive contribution to the tax reform debate while Opposition Leader Bill Shorten was engaged in stunts and "holding up lettuces".
