Peter Garrett's department was given a so-called "risk register" calling for the federal government's home insulation program to be delayed by the company that prepared another damning report into scheme.
The risk register was prepared by Minter Ellison, the consultancy firm that also prepared a report warning of house fires, damage to homes, poor quality installations and installers rorting the scheme.
It was handed to the Environment Department last April but Mr Garrett says he only read it this month.
The Environment Department was also given a risk register which highlights a range of problems associated with the scheme, ABC Television reported.
The document highlights a range of potential problems with the scheme and suggests delaying its rollout to delay risks.
