Labor and the Greens are pressuring the government to release a review of religious freedoms in Australia, four months after the report was handed to the former prime minister.

Former Liberal cabinet minister Philip Ruddock's report was given to Malcolm Turnbull in May after it stemmed from the same-sex marriage debate.

The government has denied an order to table the review in the Senate on grounds it would expose secret cabinet deliberations.

But that explanation didn't wash with the opposition, who backed a Greens motion asking for the report to be released by 3pm on Thursday.
Greens Senator Janet Rice said it was important the review be released after Prime Minister Scott Morrison flagged legislation to protect religious freedoms.

She said the LGBTI community feared being discriminated against by such measures.

"They are very fearful their rights are going to be wound back," Senator Rice told parliament.

Government Senate leader Mathias Cormann said releasing the report would breach cabinet confidentiality, with no decisions yet made on how to respond to the review.

"I think it would make it inappropriately more difficult for the government to get the balance right and make the best possible decision on this issue," Senator Cormann said.
