Serial driving offenders in Victoria would have GPS tracking and emergency braking systems installed in their cars under a proposal put forward by a cycling advocacy group.
Bicycle Network on Monday said laws should be overhauled so "repeat and unrepentant" driving offenders can't get behind the wheel without meeting strict conditions.
The group suggests five key measures could improve road safety: driver surveillance, counselling, driver training, ongoing assessment and the installation of safety assist technologies.
GPS tracking technology in the vehicles of repeat offenders could send an alert if a driver was speeding or driving erratically, Bicycle Network said, adding if the changes were adopted in Victoria they could then be rolled out nationally.
