Treasurer Scott Morrison says a report by the Grattan Institute think tank backs the action the Turnbull government took in the budget to ensure Australia's superannuation system is fairer and more sustainable.

However, the report warns if the government can't get its superannuation reforms through parliament, there is little hope for budget repair or wider economic reform.

Mr Morrison told reporters in Sydney on Monday acceptance of the measures in a $6 million budget savings bill introduced to parliament last week goes to the heart of testing the mettle of this parliament and whether it is serious about arresting the country's debt.
