* Develop specialised insurance product for people in rural and regional areas.

* Continue threshold freeze on private health insurance rebate.

* Extend freeze on Medicare rebate to doctors to 2020.

LABOR

* Establish Australian Healthcare Reform Commission to advise governments and develop funding agreements.

* Continue threshold freeze on private health insurance rebate.

* Remove private health insurance rebate from policies covering natural therapies.

* Lift freeze on Medicare rebates to doctors from January 1, 2017.
