How the terror alert system works

The new National Terrorism Threat Level Scale modifies the former terminology of Extreme, High, Medium and Low.

NEW NATIONAL TERRORISM THREAT LEVELS:

CERTAIN, replaces Extreme

A terrorist attack will soon occur or is underway.

EXPECTED, also replaces Extreme

Credible, specific intelligence indicates a current intention, capability and plan to attack.

PROBABLE, replaces High (current level)

Credible intelligence indicates a specific subject is the target of terrorists with an intention and capability to conduct an attack.

POSSIBLE, replaces Medium

Credible intelligence indicates that while (subject) is a possible target of terrorists, there is limited intent or capability to conduct an attack.

NOT EXPECTED, replaces Low

There is no indication of any terrorist threat.
