Labor frontbencher Jason Clare says the idea the NBN has been fixed under Malcolm Turnbull is a myth.

The opposition communications spokesman says the government has just released its three-year construction plans for the NBN for 2016, 2017 and 2018.

"If you look at it carefully, over the next 12 months it continues slowly until coincidently there is another election and then suddenly it takes off with a huge ramp, a ramp that even Evel Knievel couldn't jump ... it's not achievable," Mr Clare told Sky News.
