Opposition frontbencher Nigel Scullion says his recent visit to Wadeye community has convinced him the federal government's indigenous policies are failing.

Two new homes constructed at the remote Northern Territory did not fit the local community's requirements and a promised boarding school had yet to be built, the coalition's indigenous affairs spokesman said.

"The real report card is a failure on every term," Senator Scullion told reporters in Canberra on Monday, the same day Indigenous Affairs Minister Jenny Macklin visits Alice Springs to inspect new housing.

Earlier in February, Prime Minister Kevin Rudd outlined to parliament his government's progress on closing the gap between indigenous and other Australians.

The gap could not be closed unless the government was prepared to fill it with work and energy, Senator Scullion said.
