Jakarta questions over boat plan: Bowen

Tony Abbott's Operation Sovereign Borders will test relations with Jakarta, says acting Labor leader Chris Bowen.

Acting Labor leader Chris Bowen says the Abbott government's plans to stop asylum seekers are a "recipe" for ongoing dispute with Indonesia.

Tony Abbott has promised Operation Sovereign Borders will be launched as soon as his new government is sworn in on Wednesday, with Deputy Chief of Army Angus Campbell expected to be named the three-star general who will head the program.

But Mr Bowen said Jakarta has expressed reservations about the asylum seeker policy, particularly Mr Abbott's pledge to turn back boats to Indonesia.

"Mr Abbott has told us he wants a Jakarta-based foreign policy at the same time as saying to Jakarta we don't care what you think, this is what we're doing," Mr Bowen told ABC Radio.

"This is a recipe frankly for ongoing problems in relation to boats arriving in Australia, it's recipe for ongoing dispute with Indonesian about this issue."

Mr Abbott is expected to raise the coalition's asylum seeker plans with Indonesian President Susilo Bambang Yudhoyono during a visit to the country in the coming weeks.
