Budget airliner Jetstar says it's refunded flight and accommodation costs of hundreds of Sydney bound passengers stranded in Thailand.

Their flight is grounded due to "technical issues".

Flight JQ28 from Phuket to Sydney was due to leave 9pm on Monday, but the flight was cancelled, leaving 290 passengers to spend Australia day in Thailand.

After being provided with a night's accommodation at Jetstar's expense, passengers returned on Tuesday and boarded the plane, only to be informed, for the second time, the flight would not go ahead.

It is now due to leave on Wednesday, arriving in Sydney on Thursday morning.

"Two separate delays to the aircraft were caused by unrelated technical issues," Jetstar said in a statement issued on Wednesday.

"All passengers were provided with two nights' complimentary accommodation in Phuket, with Jetstar also covering meal and airport transfer expenses."

Jetstar issues refunds and vouchers

The airline says it has refunded the full return airfare and issued $600 Jetstar travel vouchers as "compensation" for the disruption.

"Jetstar is fully focused on the safe return of all affected passengers, and has provided them with letters to apologise for the delay and outline compensation measures," the airline said.

Passenger Natalie Soltyszewski told AAP tempers frayed as those booked on the flight waited for information.

"They boot you off the plane and then you are stuck dealing with the Thai ground staff who don't know anything," she said.

Ms Soltyszewski had been on holiday with friends in Thailand for a month.

"I'm not so worried about myself," she said.

"One lady has to get back for chemo."

Children reportedly on board

It is also believed some children on the flight were due to start back at school on Thursday.

News of the delays came as the airline deals with a mother and her twin daughters who were prevented from joining a Jetstar flight from Auckland to the Gold Coast on Monday.

Aimee Moutray and her 18-month-old identical twins Arliyah and Janade were to be flower girls at Ms Moutray's cousin's wedding on Friday, The New Zealand Herald reported.

Despite having made the booking over the phone with the help of Jetstar staff, on arrival at the airport Ms Moutray was told she could not fly with her two girls without another adult, so that each child was sitting on an adult's lap.

A Jetstar spokesman could not explain how the booking had been permitted but said the family would be refunded the cost.
