The mother of slain Victorian woman Sarah Cafferkey says justice has been done with her killer to die in prison.

Noelle Dickson says the life sentence without parole handed to Steven James Hunter, 47, restored her faith in Victoria's justice system.

"Sarah was a beautiful young woman with so much to live for," Ms Dickson told reporters outside the Victorian Supreme Court on Wednesday.

"She was bright, funny and caring.

"Today we stand before you in the knowledge justice has been served for our beautiful daughter, niece, cousin and friend.

"Steven James Hunter will die in prison as he requested."

Hunter, a two-time killer, told police he should be locked up until he dies when they arrested him for murdering Ms Cafferkey in November last year. He had killed another woman in 1986.

He pleaded guilty to murdering Ms Cafferkey at his Bacchus Marsh home on November 10 2012, 11 days after his parole ended for kidnapping and assaulting a man.

Ms Dickson said she will continue to fight for change in Victoria's adult parole system.

"Community safety is of the utmost importance," she said.

"Parole is a privilege and not a right."

A review of the state's parole system, prompted by a series of murders by parolees and released on Tuesday, found it has been too easy for serious violent and sexual offenders to obtain and to remain on parole.

Ms Cafferkey's father Adrian Cafferkey congratulated Victorian Premier Denis Napthine for implementing the Callinan report and said the family will be watching closely as it takes effect.

Ms Dickson thanked Victorian Supreme Court Justice Kevin Bell for a "quick and courageous judgment".
