The experience of children affected by family violence should play a role in developing how authorities respond and offer support, a new Tasmanian report has found.
Anti-domestic violence campaigner Rosie Batty is in Hobart on Tuesday to unveil the report published by the Tasmanian Commissioner for Children and Young People, Mark Morrissey.
"My report emphasises that children and young people can be affected by family violence in ways which are often independent of their non-violent parent, and that their needs can be quite different to those of adults", Mr Morrissey said.
He reconfirmed that children don't have to witness family violence to be affected by it.
The views and experiences of children should be considered in the design and delivery of services, Mr Morrissey said.
"For children, the experience of living in a situation where their needs for love and security are secondary to the unpredictable, controlling behaviour of a violent parent can be a form of complex trauma."
Premier Will Hodgman said his government is working hard to combat the "social evil" of family violence.
"We welcome this report ... for highlighting the important fact that children are victims in their own right but they are often the silent or invisible victims," he said.
