Malcolm Turnbull has countered Bill Shorten's "ain't seen nothing yet" jibe, warning the Labor leader has a recipe for economic stagnation.

As the opposition leader rallied party faithful at Labor's campaign launch in western Sydney, the prime minister was in nearby Smeaton Grange arguing Mr Shorten only had a list of complaints and unfounded spending promises.

"He's got negative personal attacks - I've got a plan," he told reporters in Sydney on Sunday.
