Federal Labor has pledged a health policy based on expert advice, but won't rule out another Mediscare-style campaign.
Opposition Leader Bill Shorten and shadow ministers on Friday attended a health policy summit in Canberra with more than 150 experts in the field and interest group leaders.
Mr Shorten said health reform had gone backwards under the Turnbull government.
"We want to work with the people who know our system best to give Australian families the best health policies," he said.
Asked whether voters could expect a repeat of Labor's campaign using text messages and phone call to campaign on Medicare "privatisation", Mr Shorten said: "We helped save Medicare."
"Until we blew the whistle they were going to privatise the payment system. Unfortunately the government still hasn't got the message out of the last election."
