Labor has criticised Malcolm Turnbull's reluctance to investigate how a photo of a female diplomat who complained about Jamie Briggs' behaviour overseas was made public.

The prime minister admits it's unfortunate the picture was leaked to the media, but investigations of that kind tend to come up with very little.

Shadow attorney-general Mark Dreyfus told ABC radio on Wednesday the "federal police or some other appropriate agency" should be called in to look into the matter, saying such behaviour discourages women from making complaints.
