Labor will start working on a series of regional jobs plans as it prepares its next election platform.
Opposition Leader Bill Shorten on Tuesday asked the Labor caucus to begin developing the plans.
The caucus also voted to send parts of the government's jobs and growth plan - the Youth Jobs PaTH scheme and an overhaul of vocational student loans - to Senate inquiries for scrutiny.
Mr Shorten told the caucus the opposition was cutting through on issues such as a banking royal commission and protecting Medicare, while Prime Minister Malcolm Turnbull was doing a bad impersonation of Tony Abbott.
"Question time yesterday was like ... a second-rate cover band butchering all the old classics," he said.
