Cabinet minister Sussan Ley insists the government's backbench is not going rogue in the tax reform debate.

"It sometimes gets written up as dissension and fiery debate, the reality is... we all welcome the quality of the debate," she told ABC TV on Tuesday.

She praised the "natural intelligence" of all her colleagues.
