Eleven people are lucky to be alive after a fishing charter boat capsized in shark infested waters off Brisbane.

Acting Inspector Steve Holland said the boat overturned in the South Passage Bar between North Stradbroke and Moreton islands around 6am on Wednesday morning with nine passengers and two crew on board.

The waters are shark infested and Act Insp Holland says the eleven people were unable to access their life jackets.

"It's very lucky we haven't had any fatalities," he told AAP.

Water police had to get into the waters to help with the rescue, he said.

Three people have been taken to hospital, with one man airlifted to Princess Alexandra Hospital with spinal injuries. He's in a stable condition.

One person is being treated after ingesting water, while another has a large cut to their head.

Act Insp Holland says investigators are trying to work out how the boat capsized.

The incident comes two days after the deaths of two elderly friends during a fishing trip north of Bundaberg.

Jack McGlynn, 89, and long-time church friend Mavis Simons, 90, set off in a tinnie at Baffle Creek early on Monday but got into difficulty.

Mr McGlynn's body was found on Monday afternoon by another angler, while Ms Simons' body was found during a helicopter search on Tuesday morning.
