The man allegedly stole the fossils from a dinosaur egg collector in eastern China's Zhejiang province on January 9 with the help of three accomplices, Xinhua news agency reported.
He had previously twice visited the collector on the pretext of wanting to buy some eggs.
The group reportedly divided the fossils, and the man took 27 of them back to his hometown in north-eastern Heilongjiang province.
His relatives collaborated with Huanan county police and convinced the man to turn himself in, the report said. Police also nabbed the other three suspects and investigations are ongoing.
China has some of the largest collections of dinosaur eggs in the world and is one of the main sources of fossils for collectors in other countries.
