Paramedics were called to Campbells Beach at Coffs Harbour early on Saturday afternoon and despite attempts to revive the man he died at the scene, an ambulance spokeswoman told AAP.
A police spokeswoman told AAP the man was believed to be around 18-years-old.
She confirmed the man had suffered "severe injuries" to his legs in the attack.
The beach has been closed and water police are patrolling the area.
