The entire City of Perth council may be sacked over the lord mayor's travel scandal if Labor wins the state election and the Local Government Act allows it, WA opposition leader Mark McGowan says.

Lisa Scaffidi recently admitted she breached the act five times by not disclosing travel and accommodation gifts, including a $16,000 package from BHP Billiton for the 2008 Beijing Olympics, and is awaiting possible disciplinary action as a result.

"We have a pretty dim view of that level of propriety at the City of Perth. If elected, that dim view, I think will be reflected in what we do," Mr McGowan told reporters on Thursday.
