Two men were arguing over money in the foyer of a Melbourne motel before one of them was shot in the leg.

Emergency services were called to the Stay INN Motel in Coburg North about 3.30am on Monday after witnesses reported hearing fighting and a loud bang.

"The victim wasn't the person that owed money. We're not sure of the relationship of the victim to the hotel," Detective Senior Sergeant Brett Kahan told reporters on Monday.

"We do know there were certain demands made for monies owed to the hotel but we're not sure of the role the victim plays in regards to the hotel at this stage."

Police found a man in his 30s with a suspected gunshot wound to his leg as well as a gash to his head.
