Ministers to receive NAPLAN crash report

A meeting of federal, state and territory education ministers is set to receive an independent report into failures with NAPLAN online testing.

Federal Education Minister Dan Tehan says he hopes NAPLAN testing can go online from 2020, but admits more work is needed to resolve technical issues.

Mr Tehan and his state and territory counterparts will receive an independent report at a meeting on Friday into what went wrong with the online tests this year.

It will focus on the delivery of the platform and what factors contributed to some schools having problems.

When the testing took place across the country in mid-May, some students lost connectivity and others were unable to log in at all.

Those affected were able to re-sit the tests, managed by the Australian Curriculum, Assessment and Reporting Authority.

"My hope is it could come online in 2020, but obviously we've got to look at the technical details, we've got to look at what the concerns are, and we've got to look at do we have the capability to introduce it completely in 2020," Mr Tehan told reporters in Canberra on Wednesday.

Queensland has argued the full implementation of NAPLAN online should be delayed beyond its planned 2020 start.

All state and territory ministers agreed in 2014 to move from pen and paper to online delivery of NAPLAN tests.

The Australian Education Union described the shift to online testing as "hasty and ill-conceived", calling for a wholesale review of NAPLAN.

A survey of more than 6000 teachers found 65 per cent said publication of NAPLAN data had led to a noticeable increase in the stress levels of students in the lead-up to the test.

It also affected teacher health and wellbeing, and lowered staff morale.

NAPLAN involves the testing of students in Years 3, 5, 7 and 9 on literacy and numeracy skills.
