The national holiday road toll has risen to 17 after two teenagers were killed in a crash in northern NSW.

Police say a car carrying five men, all aged 19, crashed into a tree off the Newell Highway near Narrabri on Sunday afternoon.

The driver and front seat passenger died at the scene.

Two other men remain in a critical condition in hospital.

The fifth man was also injured but police say he was able to free himself from the car and raise the alarm.

NSW has seen the most deaths during the holiday period, with six since the holiday toll started on Wednesday.

The Northern Territory is the only state or territory not to record any road deaths.

* The national road toll period runs from 0001 December 23, 2015 to 2359 January 3, 2016 local times.
