The Chief of Navy has imposed penalties on seven officers involved in repeated incursions into Indonesian waters during Operation Sovereign Borders.

One officer has been demoted, one sanctioned and the five others are to be counselled.

In February, a Customs and Defence review concluded the breaches occurred because crew failed to accurately calculate Indonesia's maritime borders.

It's believed the incursions took place when asylum seeker boats were being towed back to Indonesia.

Vice Admiral Ray Griggs says the officers did not deliberately contravene orders not to enter Indonesian waters, but action was taken against them because the navy expects nothing but the highest standards.

The Executive Director of the Australia Defence Association, Neil James told Greg Dyett the incursions were inadvertent and took place for two reasons.
