New centre to combat Vic lone wolf attacks

Victoria will get a new $31.6 million police and mental health centre designed to stop terrorist and lone wolf attacks.

Potential terrorists and lone wolf attackers will be assessed at a new $31.6 million centre in Victoria.

The Fixated Threat Assessment Centre will be staffed by 25 specialist police, forensic and mental health experts and is expected to process up to 300 people in its first year.

Based at Victoria Police headquarters on Melbourne's Spencer Street, the centre will respond to serious threats of violence posed by people with complex needs.

"It will identify and investigate people who might be susceptible to radicalisation or likely to commit lone wolf attacks," Police Minister Lisa Neville told reporters on Wednesday.

"It will also take referrals and investigate and use intelligence to identify people who might be isolated or displaying concerning behaviour, and may benefit from a mental health referral or other sort of intervention to reduce the risk of that person.

"It may be somebody not profiled as a terrorist but capable of some sort of lone wolf attack."

Similar centres already operate in NSW and Queensland.

Extra funding will also be provided for specialist mental health, alcohol and other drug services.

Staff recruitment will start immediately, and the centre is hoped to be operational by January.

Police Assistant Commissioner Ross Guenther said only a small proportion of the 300 people processed are likely to be at risk of perpetrating serious violence.

It's expected religious leaders and others in the community will refer people of concern, the senior counter-terrorism cop added.

Potential offenders displaying worrying behaviour could be charged if they refuse to take part in programs.
