Members of Malcolm Turnbull's new-look ministry will be swotting up on their portfolios as the prime minister undertakes a three-day north Australia tour.
The new team which includes more women, younger talent and promotions, will be sworn-in by the governor general on Thursday.
Education Minister Simon Birmingham has thrown his support behind the changes, which have been forced by retirement, resignations and scandals but Labor says they add chaos just months from the crucial pre-election budget.
Labor will also this week continue to promote its plans in government to limit negative gearing to new properties and a cut in the capital gains tax discount to 25 per cent from 50 per cent.
The changes aim to ease housing affordability with additional supply, while providing a more level playing field for new home buyers.

But Treasurer Scott Morrison has likened the proposals to Labor's now defunct mining tax of big promises but little revenue.
Mr Morrison will address the National Press Club in Canberra for the first time as treasurer on Wednesday.
