New protections for Victoria's Yarra River, including tougher planning rules and an advisory council, have been announced.

Tougher planning rules will be created to better protect Victoria's Yarra River.

Controls over height restrictions and minimum setbacks to protect the river will form part of the Yarra River Action Plan, announced by the state government on Sunday.

A new advisory council, the Birrarung Council, made up of traditional owners and environmental, farming and community representatives will also be created.
