Premier John Brumby says a current levy on insurance premiums will be replaced with a property-based tax as recommended by the Bushfires Royal Commission with a 50 per cent discount for pensioners.
About one-third of the houses destroyed in the Black Saturday bushfires weren't insured.
The government insists the average person will pay the same or even less under the new arrangement because the burden is being spread among the non-insured.
The move's been welcomed by bodies such as the Victorian Farmers Federation and the Real Estate Institute.
