No more excuses on abuse scheme: Minister

Social Services Minister Christian Porter has urged key players to sign up to a federal scheme to compensate victims of child sexual abuse.

The federal government has urged state and territory counterparts to sign up to a scheme to compensate victims of child sexual abuse, declaring the time for excuses is over.

Social Services Minister Christian Porter said he was optimistic state jurisdictions would come on board with the scheme in the "not-too-distant" future.

"We're reaching a very critical point where the time for excuses minimises down to very little or nothing and decisions have to be made very much sooner rather later," Mr Porter told Sky News.

He said there was enough information about the federal scheme for the states, churches and charities to sign up.

The royal commission's report into institutional responses to child sex abuse will be given to the governor-general on Friday.

Aside from the report's content, moral pressure to help survivors would weigh heavily on governments and organisations to opt-in, Mr Porter said.

"We have now done everything we possibly can in terms of creating the structure and the architecture for a fair and consistent regime for survivors right across Australia," he said.

NSW and Victoria have been the most supportive of the scheme, while South Australia has been firmly opposed.

"At this point it's up to the states and the territories, the churches and the charities to do the right thing by the survivors," Mr Porter said.

Child abuse victims and their advocates have urged governments, churches and charities to act on recommendations in the inquiry's final report.
