Criminals in NSW with links to terrorism could remain locked up without a chance of parole even if they aren't jailed on terrorism offences under a new proposal.
Corrections and Counter-Terrorism Minister David Elliott has proposed making it mandatory for the State Parole Authority to take into account intelligence relating to a convicted felon's links with terrorism.
Mr Elliott told The Daily Telegraph the new laws would mean public safety was the "paramount consideration" when parole was decided.
The terror-related changes will be considered by cabinet early this year.
It is understood Mr Elliott is also preparing to take to cabinet changes that would make it more difficult for murderers to get parole if they don't reveal the locations of victims' bodies.
