No process for Qld govt board job

The head of the CCC says there was no clear guidelines in place for the appointment of a former union official to a Queensland government board.

Queensland cabinet only carried out due diligence on a former union boss joining the board of a state government company after he was appointed, the head of the state's corruption watchdog says.

Former union boss Mark Algie was appointed to the board of Energy Queensland after his CV was forwarded to former energy minister Mark Bailey by a union boss.

Crime and Corruption Commission boss Alan MacSporran told state budget estimates hearings on Thursday that while they had determined there was no corrupt conduct in Mr Algie's appointment, the process was irregular and there were no guidelines in place.

"Moreover, after the appointment was approved by Cabinet there was due diligence carried out the following day, one would think that would be the wrong order of things," Mr MacSporran said.

"While there was no corrupt conduct, the process lacked transparency and accountability in our view and we've written to the Under-Treasurer."

The CCC boss told the hearing he is yet to hear back from the government, although he had only written to them about the issue recently.

Leader of Opposition Business Jarrod Bleijie said the premier had questions to answer following Mr MacSporran's comments.

"There is a stench about this appointment process and the CCC has described it as lacking openness and transparency," Mr Bleijie said in a statement.

Mr Algie was appointed in 2016, less than a fortnight after Electrical Trades Union secretary Peter Simpson sent his resume to Mr Bailey on his private email account - mango-cube6@yahoo.co.uk.

Mr Bailey, who is now Minister or Transport and Main Roads, had been under investigation for subsequently deleting his private account following a Right To Information request from the media.

Mr Bailey was eventually cleared by CCC of corrupt practices but was criticised for his actions, which also saw the Palaszczuk government draft new ministerial guidelines.

The CCC recommended applying the same process equally for all candidates and conducting due diligence checks before recommendations for appointments are progressed to Cabinet.
