Not all passengers travelling on international flights will be subject to a full-body scan, federal Transport Minister Anthony Albanese says.
The government on Tuesday announced body scanners would be introduced at Australia's eight international airports from 2011, as part of a $200 million upgrade of aviation security.
Mr Albanese said the body scanners would be used as a secondary screening measure.

'Secondary screening'
"Everyone will go through the current system and then some people ... will be picked out to go through the secondary screening," he told ABC Radio on Wednesday.
The new-technology scanners, being rolled out at airports in the United States, UK and Canada, do not reveal a naked body image to security staff.
"You can't actually tell whether it's male or female, let alone any other body parts," Mr Albanese said.
