Senior Constable Rixon's widow Fiona, his children and parents, NSW police minister Michael Gallacher, assistant Commissioner Mark Murdoch and a large group of officers attended the Supreme Court proceedings in Sydney.
Before sentencing, Justice Richard Button described at length the seriousness of murdering a police officer, saying it was more serious than killing a civilian.
He said the act had been a direct assault on Australia's system of parliamentary democracy.
Jacobs' month-long trial earlier this year heard he shot the father-of-six in the chest after being pulled over for a random breath test.
