NSW Opposition Leader Barry O'Farrel's told a forum in western Sydney that Labor's had 16 years of government to implement its agenda and failed.

He's pointed to the coalition's key priorities, the economy, services, infrastructure, honesty and standards and planning.

He says under a coalition government a strong economy would create a solid platform for NSW residents going about their lives grow jobs and attract businesses while also delivering revenue to government for frontline services.

NSW Premier Kristina Keneally meanwhile said O'Farrell is out of touch for describing her $913 million package to help families as "1950s class warfare".

Ms Keneally on Sunday announced her Fairness for Families package at a soft launch of Labor's election campaign, pledging to cap public transport fares and increase the energy rebate to combat cost of living pressures.

O'Farrell has dismissed the package as class warfare, while his transport spokeswoman Gladys Berejiklian described it as a "token gesture".

Ms Keneally says Mr O'Farrell is out of touch with the pressures faced by working families.

"This isn't class warfare, this is a fair go," she told reporters in Sydney on Monday.

Ms Keneally repeated that her $913 million package was fully funded, and would be costed by the new Parliamentary Budget Office.

She also promised there would be no cuts to crucial services to fund the promise.
