NSW 'sex attacker' complied with parole

NSW Attorney-General Greg Smith says a report into a convicted murderer charged over a sex attack found he had been complying with his parole.

A report into the release of a convicted killer who allegedly tried to rape and kill a Sydney woman while on parole won't be made public.

However, Attorney-General Greg Smith says the review, carried out by former NSW Supreme Court judge James Wood, found the 46-year-old had been complying with his parole until the attack in June.

The government commissioned Justice Wood to carry out the review into the decision to release the man, who cannot be named, from prison in August 2012.

Ten months later, he struck up a conversation with a 30-year-old woman waiting at a Hunters Hill bus stop on Sydney's lower north.

He allegedly grabbed the woman, forced her to the ground and tried to undress and rape her before stabbing her in the shoulder.

"He is now in custody and stays there," Mr Smith told question time on Thursday.

But he said Mr Wood's review won't be released due to the fresh charges of attempted rape and murder.

"Because the parolee is facing further charges it could be prejudicial," Mr Smith said.

"It also contains confidential information about his medical history and psychological assessment."

The man had served more than 22 years of a 24-year sentence for the 1990 murder of a teenage girl before being released with strict conditions.

He had been refused parole on six previous occasions between 2005 and 2010.

Mr Smith said Justice Wood looked into the conditions of his parole, the enforcement of those conditions and his supervision while on parole.

He said the State Parole Authority had found it was in the public interest to release the man under supervision before his sentence expired "because he would have otherwise been released without supervision".

"(It had) heard he had a good support network, would be living with his parents, had a job, would be attending group counselling and planned to continue his education."

Justice Wood found the man had complied with all the requirements of his parole order until the alleged sex attack and that his supervision had also been appropriate for the assessed risk.
