NSW Treasurer Dominic Perrottet has welcomed more than $7 billion of federal funds being ploughed into infrastructure projects across his state.

His federal counterpart Josh Frydenberg on Tuesday pledged billions for Western Sydney rail and the M1 Motorway north of Newcastle as part of a project to dispatch "cranes, hard hats and heavy machinery" across the nation.

"This is a fiscally responsible budget which rewards people for hard work and effort, helps those in need, and has a clear long term aim of building a secure future for our nation," Mr Perrottet said in a statement on Tuesday.

"It is especially heartening to see the Liberals and Nationals return the federal budget to surplus after the previous Labor government, headed by Kevin Rudd and Wayne Swan, left Australia mired in billions of dollars of debt."

The federal government has committed $3.5 billion for the first stage of the Western Sydney rail link, that will eventually connect St Mary's to Campbelltown via the new airport at Badgerys Creek.

Another $3.1 billion will be spent on road upgrades, including extending the M1 Pacific Motorway to Raymond Terrace and building a third crossing over the Hawkesbury River.

"NSW has the strongest economy and lowest unemployment in Australia, and our record $90 billion infrastructure pipeline is helping us achieve that," Mr Perrottet said.

"This additional funding for these projects will create thousands of jobs and ensure NSW continues to lead the nation."

He also welcomed the personal income tax cuts that will provide "relief for families and help small business by boosting spending".

Prime Minister Scott Morrison had already announced a $254 million urban congestion fund, which includes money for car parks at four key train stations.
