New York City has agreed to pay millions of dollars to people who were detained, often on questionable legal grounds, during the Republican presidential convention in 2004.

More than 1800 people were arrested during the convention that saw George W. Bush renominated for a second term in office.

North America correspondent John Stempin told Kerri Worthington why the New York police felt the need to arrest so many people during the four-day conference.
